The 2 GHZ is just subdivision of the name. It's truly running at 1.99GHZ, which is 1.99 Billion cycles per second (give or take).
G - Billion M - Million K - Thousand
With only 256 MB of RAM, you should definately upgrade (move up to at lowest 512 MB), unless you're happy beside what you have. The true theory test of a computer is " Are you happy near it's performance?" If you're not, afterwards you should upgrade. If you are, then leave your job it alone until you're not happy beside it.
